30-Day Public Review CDBG 2022-2023 Consolidated Annual Performance and Evaluation Report (CAPER)

The CAPER provides a summary of the actions undertaken during FY 2022-2023 in the City of El Centro and the progress towards achieving the five-year goals identified in the 2019-2023 Five-Year Consolidated Plan. The CAPER must be made available for a 30-day public review period, which will begin August 11, 2023 and end September 18, 2023. Upon conclusion of the public review period, the Plan will be submitted to HUD for review by September 28, 2023.

CDBG Commercial Façade Improvement Program

The purpose of the Façade Improvement Program is to provide financial assistance in the form of grants to commercial property owners to make façade improvements in the Downtown Area of El Centro. The program is being paid for utilizing the Federal Government’s Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program funds. Funding assistance shall be available to eligible commercial property owners who meet the requirements of Sections II and III. The maximum grant amount that will be awarded per applicant is $20,000.

CDBG-CV Coronavirus Microenterprise Loan Program

The City of El Centro has established a CDBG-CV Coronavirus Microenterprise Loan Program (MLP) to help businesses impacted by COVID-19 retain employees and sustain continuity of operations. Financial assistance up $10,000 in low-interest or forgivable loans will be allocated to eligible small businesses on a first-come, first-served basis. Funds awarded will be based on availability, program guidelines, and the submission of all required information and supporting documentation proving financial hardship related to COVID-19. Approximately $200,000 is available in the MLP, which is being administered by the City of El Centro’s Economic Development Division.
