Housing Program

Permanent Local Housing Allocation (PLHA)

The PLHA Program was established pursuant to Senate Bill (SB) 2 and provides a permanent, on-going source of funding to local governments for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities. The City of El Centro has prepared a Five-Year Plan outlining the activities it intends to undertake with the PLHA funding. This document is currently available for the public’s review and comment. The public comment period runs from November 5, 2022 through 5:00 pm on November 15, 2022. A Public Hearing will be held by the City Council on Tuesday, November 15, 2022 at 6:30 pm at the El Centro Council Chambers located at 1275 W. Main Street, El Centro, CA, 92243.

Residential Rehabilitation Program

The City of El Centro is offering assistance to owner-occupants to rehabilitate their homes through the City’s CDBG, HOME and CALHOME Programs. This program is designed to provide qualified households with a low interest rate loan to rehabilitate their single-family dwelling in the City of El Centro. First Time Home Buyer Program

The City of El Centro offers a First-Time Home Buyer Program for down payment assistance to qualified residents of the City of El Centro for purchase of any existing or qualifying new home through its Housing Enabled by Local Partnerships (HELP) Program. This funding is used to provide down payment assistance loans to households earning up to 80% of the Department of Housing and Urban’s (HUD) median income limits to enable them to qualify for permanent financing of single-family homes located within the city limits of El Centro.

Analysis of Impediments to Fair Housing Choice and Fair Housing Action Plan

The City of El Centro receives funds annually from the Federal Community Development Block Grant (CDBG) program.  An Affirmatively Furthering Fair Housing (AFFH) certification is required of cities and counties that receive funds from this program. To maintain the City of El Centro’s compliance with the AFFH certification, the below Analysis of Impediments has been prepared for the time period from FY 2024/2025 – FY 2028/2029.
