The City of El Centro Announces Daniel Paramo as Interim City Manager

El Centro, CA. – December 17, 2024:

The City of El Centro will enter into a Professional Services Agreement with Daniel Paramo for Interim City Manager services while the city recruits a permanent City Manager.

“We are confident in Mr. Daniel Paramo’s leadership and experience in guiding the city during this transitional period,” said Mayor Tomás Oliva. “His background in administration, budget management, and community engagement should help ensure
the continuity of city operations and services.”

This agreement will transition into an official short-term appointment, effective on the date of the regular City Council meeting in which the appointment is formally voted on and approved.

“I am truly honored and excited for the opportunity to return to the City of El Centro as the Interim City Manager, coming full circle in my career,” said Paramo. “I look forward to collaborating with the Mayor, City Council, department heads, and the community to continue building on the City’s success.”

Paramo brings over 30 years of experience in public administration, housing, economic development, and private sectors. He served the State of California Department of Corrections for 28 years, including eight years as a Governor-appointed Warden, where he oversaw operations for a correctional facility with over 4,000 inmates and 1,800 employees. He is experienced in managing multimillion-dollar budgets, oversaw $500 million in construction projects, and led initiatives to improve efficiency and rehabilitation efforts. His career also includes roles in the City of El Centro Planning and Housing Department as a Housing and Economic Development Specialist and at the Imperial County Housing and Economic Development Department as a Housing Rehabilitation Specialist.

In addition to his professional career, Paramo has a record of public service. He served as Mayor and City Councilmember for the City of Brawley and as President of the Pioneers Memorial Healthcare District Board of Directors. His affiliations include serving as a board member for Clinicas de Salud Del Pueblo, Urban Corps of San Diego County, and the Brawley Boys & Girls Club.

A resident of Brawley, Paramo holds an Associate of Arts degree in Business from Imperial Valley College and a Bachelor of Arts degree in Public Administration from San Diego State University.

“As I conclude my time as City Manager, I am confident that Danny’s experience and leadership will continue to move El Centro forward,” said City Manager Cedric Ceseña. “His understanding of public administration and dedication to service make him a strong fit for this role.”

After serving as El Centro’s permanent City Manager for over 14 months, Cedric Ceseña will retire near the end of the year following a distinguished career in public service.
