The PLHA Program was established pursuant to Senate Bill (SB) 2 and provides a permanent, on-going source of funding to local governments for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities. Funding will help cities and counties:
- Increase the supply of housing for households at or below 60% of area median income.
- Increase assistance to affordable owner-occupied workforce housing.
- Assist persons experiencing o at risk of homelessness.
- Facilitate housing affordability, particularly for lower- and moderate-income households.
- Promote projects and programs to meet the local government’s unmet share of regional housing needs allocation.
- Ensure geographic equity in the distribution of funds.
Notice of Public Hearing
On February 20, 2024, at 6:00 pm, the City Council will consider amendments to the City of El Centro and the El Centro Colonia Five-Year PLHA Plans. Changes to the Plans consist of the addition of two new activities and changes to funding allocations. The new activities include:
- Activity (1) – The predevelopment, development, acquisition, rehabilitation, and preservation of multifamily, residential live-work, rental housing that is Affordable to Extremely low-, Very low-, Low-, or Moderate-income households, including necessary Operating Subsidies
- Activity (7) – Accessibility modifications in Lower-income Owner-occupied housing.
The City / Colonia will be conducting a public comment period from February 8, 2024 to February 19, 2024. Citizens may provide comments on the day of the public hearing or by submitting them in writing prior to 5:00 PM on February 19, 2024 at the El Centro Economic Development Division at 1249 W. Main St., El Centro, CA 92243.
